Abstract (EN)

4 Central Asian countries which include Kyrgyzstan and Turkmenistan has won their independence just after the collapse of The Soviet Union. The big states had an interest about The Central Asia for many reasons during long years. Kyrgyzs and Turkmens which had been tied to various states throughout their history, tried to sustain their independence which had been earned just after the collapse of The Soviet Union. These two states that gained their independence at the end of the XX. century, has suited to a transitional period of international relations. It wasn't easy to keep up to the international system which democratizes rapidly for Kygyzs and Turkmens that lived under a totalitarian regime for almost a century. It's seen that there has been a connection between their history and their political culture for these two states' during the democratization period.
