Following the rapid expansion of the Ottoman Empire into Arab territories, Basra, which came under Ottoman control in the mid-16th century, emerged as a city of considerable importance. It served as a gateway for the Empire's access to Eastern trade through the Gulf. Another crucial aspect of Basra was its strategic position as a religious, military and political stronghold against Iranian Shi'ism. In this context, great importance was given to the protection of the city and the construction of religious and cultural structures. Among the mechanisms used to develop and revitalise the city, the institution of waqf (endowment) played a vital role. Waqf properties, including mosques, masjids and madrasas, contributed substantially to shaping the city's architectural identity, while the aesthetics of Islamic architecture lent a refined simplicity to Basra's urban landscape. This study examines the waqfs located in the central district of Basra and its surrounding villages during the period between 1850 and 1914. One of the primary objectives of the study is to create an inventory of the waqf network in Basra. On the basis of the information gathered, the social, cultural and economic impact of waqfs on urban life in Basra has been explored. Inferences about the social status of waqf founders were drawn by analysing their titles. The relationships between the salaries, titles and tenure of waqf staff were examined to infer their hierarchical positions. The results show that the administration of waqf responsibilities in the city was predominantly controlled by certain individuals and groups. Through the waqf system, endowments, revenues and lands have been preserved and have endured for centuries. The study also aims to answer questions about the duration, functionality and ownership of waqfs in Basra, particularly in light of the fact that the city was one of the first areas to be lost at the outbreak of the First World War.
