The level of use of digital applications in municipal directorates: The case of Çorum Municipality (Multiple case study)

With the rapid advancement of technology, technology has become a part of everyday life and existing state institutions have also been affected by this process. At this point, state institutions started to use digital tools in service delivery and the concept of e-government emerged. With the establishment of the e-government concept, this idea was reflected in municipalities and the concept of e-municipality came to the agenda. As a result, municipalities started to realize their presentations through technological devices through their directorates. The directorates of municipalities, which include many directorates, provide services in many areas. At this point, the services provided by municipal directorates through technological tools vary according to the type of service offered in the directorates. For this purpose, it has been deemed appropriate to include a field study in the study in order to determine the amount of use of e-municipality applications in municipal directorates, and the level of use of e-municipality applications in the service provision of municipal directorates has been examined. In the study, firstly, the concepts of e-government and e-municipality are explained in detail within the conceptual framework and these concepts are discussed in the historical process. The study is a qualitative study and multiple case study from case study types and holistic multiple case design from case study designs were preferred. The participants participating in the study were selected through purposive sampling and typical sampling method. The participants selected with the purposive sampling method were divided into two groups and the data obtained as a result of participant interviews were analyzed in the program called MaXQda 2022. Thematic analysis method was used as the analysis method. The issues obtained were first analyzed holistically within themselves under the title of "RESULTS" and then compared within this title. In the last part of the research, the conclusion and recommendations section is included and in this section, the hypotheses mentioned in detail in the findings section are explained again. As a result of the findings obtained in the study, it was observed that the directorates providing services in the social field need e-municipality applications less than the directorates providing services in the technical field. Likewise, as a result of the findings obtained in the same way, it has been observed that the main reason why the directorates providing services in the social field need these applications less than the directorates providing services in the technical field is due to the necessity that the directorates providing services in the social field should stand at a closer point to the citizens while providing services.
