The Effect of Training on Labor Relations in Municipalities: Example of Gebze Municipality Within the scope of this study, it is evaluated the effect of in-service training on the productivity of labor. An opportunity to analyze has been carried out by examining former studies related with this topic and considering similarities and differences. It is aimed to reach a conclusion by this way. In many scientific researches obtained literature review, it is shown that in-service training had many positive effects primary on the productivity of associations and establishments, and also many other personal, institutional and social areas. In the first section of the study, the conceptive frame of in-service training is mentioned. The relationship between in-service training in municipalities and labor productivity is evaluated in the second section. In the last section, the field research and the analysis of its consequences are examined. The public survey carried out by selecting a municipality in which an atmosphere and a unit are created to do in-service activities and to reach positive consequences has a great contribution to our study. The public survey examinations implemented in a municipality which has systematic in-service training facilities show us that 42,51% of total workers generally support the idea that in-service training has positive effect on labor productivity, and 34,37% of total amount absolutely support it. The data of research was gathered with the method of survey and this data was evaluated with the programme of ?SPSS 16 for Windows?.
