Performance management at municipalities and performance appraisal system, the creation of the Municipality of Armutlu

This study analyzes the subject of the performance management at the municipalities deriving from the concept of performance management. The study mainly focuses on law, doctrine and theoretical literature within the scope of the performance management at municipalities. In general, the concept of performance will be emphasized and the general information on the performance management at public institutions together with the concept of performance will be provided by utilizing the legislations. The subject of performance at municipalities which constitutes the core of the stud will also be addressed. The theoretical discussions like the basic elements of the performance management, the process of the performance management at municipalities, and the components of the performance management at municipalities will be addressed. Finally, it will be aimed to measure the awareness related to what the performance management at municipalities is and how the application areas are shaped, deriving from the Armutlu Municipality Sample. In line with all this information and evaluations, the studies towards improving the quality of the services in the public sector have established a ground for the performance management to become an important concept within the public institutions.
