Social municipalities practices in municipalities, urban poverty relationship: Afyonkarahisar Municipality example

Management is a concept which has variety of understanding and different applications since the Middle Age. Even though there are some differences between managing an economy, a business, and a community, each has some common grounds. Managing depends on the knowledge of details of the job, government, society, economy etc., or the detection of the inadequacy of the units, institutions, people, indicators and focusing on bettering these issues according to the goals and profits of the place which is being managed. Another goal of management is to create a system that is advanced, avant-garde, competitive and self-sufficient. In other words, the main goals of management is detecting the problems and exterminating them to turn the managed institution to an avant-garde, self-sufficient and competitive environment. These goals can be coded briefly as; fix and improve. The main goals of governments are mostly in compliance with the goals mentioned above. Factors managed here are society and instutions. Governments identify the agents (citizens and institutions) of society who are in need and by doing so aims to improve and take the corrected agents a step further (citizens and institutions). However, when one of the agents and the most important one is a human, there are so much more notions that the state government has to fight for and fix. These notions varies like; poverty, social exclusion, unemployment etc.. On behalf of these diversities, governments should co-operate with science branches like psychology, sociology, economy etc.. Recovery and progress can be only made if these principles are handled together. In the structure of the Turkish Administrative, management is split into two sections as centralized and local administration. Because local administrations are at a place which the citizens' needs can be detected more easily, they play an important role in identifying and improving their weaknesses in our country and the developed countries. Therefore, local administrations are one of the most important units of the management system when it comes to the identification of poor citizens or the citizens who are more prone to being socially excluded and help them to reintroduce into society. The administrations who follow the idea of that identificating the stated deficiencies and disadvantages to improve and fix them by keeping in touch with the citizens, are following the social inclusion of local administrations. This concept that has a close relationship with the social policy is widely used in all managements which are industrialized and became disadvantaged against the stated situations since 1990's. In this study we examined the relationship between Afyonkarahisar Municipality's social inclusion activites and the urban poverty. Demographic, economic and educationalconditions of somecitizens of socialservices, which are social services and aids, cultural and artistic activities and sports activities, were examinedand analyzed by means of annual reportsbased on 2013-2016 years. The activity report evaluation was carried out in order to carry out the transactions mentioned in this study, which is the first study to measure social municipality activities of Afyonkarahisar Municipality. Proposals were made for correcting the uncertainties determined by the information obtained as a result of the work and new plans for thedevelopment of the work were established.
