Analysis of the effects of appointment of appointment of tester to municipalities on voter behaviors

After the coup attempt on 15 July 2016 in Turkey, a state of emergency was declared and with the Decree Law No. 674, the central government started the practice of appointing trustees to municipalities by using its tutelage authority. The practice, which was preferred as a method of war on terrorism, continued after the 31 March 2019 local administration elections. The aim of this study is to examine the change caused by the trustee practice on voter behaviors. At the theoretical part of this study, the concepts of voter behavior, administrative tutelage and trustee were examined after that the tutelage control and trustee practice on municipalities in Turkey were investigated in detail. Then, two local election results, 30 March 2014 and 31 March 2019, of the municipalities where trustees were appointed were compared and analyzed. Finally, the change in the behavior of the trustee application on the voters was analyzed by taking survey on the voters living at the mentioned municipalities. As a result of the analysis and research, it was seen that the application of the appointment of trustees to the municipalities did not create a change in favor of the rulership on the voters. In the region where there is a two-party political struggle, it has been observed that the voters reflect a party-oriented and ideological preference. It has been determined that the level of influence of voter preferences by tribe, family, religious belief, party leader and candidate profile factors decreases in municipal elections.
