Abstract (EN)
Mehmed Selim Pasha, lived between 1771 and 1831 and was a statesman who left significant marks in the 19th century Ottoman history. In addition to the his governorship of Silistra, Rumeli, Aleppo and Damascus, he served as the grand vizier between 1824-1828 at a time, when the Ottoman Empire was dealing with major problems inside and outside. He was one of the most important personalities for Sultan Mahmud in the effort to realize the reforms he designed. We decided to study this subject due to the fact that there were very few studies related to Mehmed Selim Pasha in the literature, and this thesis aim to reveal the unknowns about his life with a more detailed biography study about Pasha. In this study, the life of Mehmed Selim Pasha from the birth to of the grand vizier an to the governor of Damascus will be tried to be narrated. At the same time, the situation and the transformation process of the Ottoman Empire will be studied in this thesis.
