Abstract (EN)
When the studies on the concept of security are examined, it is seen that security was examined within the framework of a narrow area only with military power and geographical boundaries. Particularly with the end of the Cold War, the changing international system has had an impact on the perception of security. The content of the concept of security has been extended beyond the military dimension and its scope has been expanded by adding environmental, political, economic and social dimensions. The technological developments that started at the end of the 20th century and continued today have led to another dimension of security and the concept of cyber security has emerged. Due to the fact that the internet can be connected easyly from all over the World, and it can be reached cheaply, its use increases day by day, making the establishment of security in this field both difficult and obligatory. The crime potential in this environment, which is called informatics crimes, is quite high. Various measures need to be taken in order to ensure security in this virtual world which is faced with threats at every scale as an individual or a state. In this study, the importance of informatics security in today's multi-dimensional security perception is mentioned, then the informatics crimes that threaten this security are examined in detail and the measures of the states against these crimes are mentioned. Finally, the effects of these measures against individual rights and freedoms have been tried to be explained.
