Abstract (EN)

In this thesis, the main objective is to determine level of performance of buildings stocks ageist increasing due to population in Turkey and in the world.Therefore, first step evolation method is applied to 400 buildings locatioted at the center of Erzincan. The thesis is divited in to three parts. In the first part researches done in Türkey and in the world for the evolation of building earthquake performance are investigated.In the second part, studies relatied to evolations of buildings are summarized.First of all, by scanning each building from the sidewalk required information is obtained and recoeded. Additionally , some photos are taken. Prior to all these investigations and studies are done required permission is taken. A table is formed according to the collacted data and building photos and from this table statistical datas are obtained. At the last part, 400 buildings in Erzincan are evoluated with respect to particular parameters with the help of gathered statistical information. A detailed study is done to find out the distribution at these particular parameters among streets.
