Abstract (EN)
The aim of this study is to investigate the activities of the Ministry of Commander-in-Chief and the Second Branch of the Ministry of War between 1914 and 1918. First of all, the organizational structure of the Second Branch is explained from the very beginning to 1914. Henceforth, it is described that the reorganization of the Second Branch and intelligence gathering activities right after the starting of the First World War. After that, the activities of the Second Branch, which are counter-intelligence, propaganda and censorship activities, are explained. In this study, it is claimed that the military intelligence of the Ottoman Empire was carried out by a highly organized branch. Throughout the study, this claim is proved via using of the archive records of the period, academic works on intelligence, and the memories of important figures.
