The establishment of the United Arab Emirates coincides with the Cold War era. As a state that cannot be ignored in terms of regional power balances, the activities of the UAE in the international arena are carefully followed. The activities of the UAE in Africa, especially in the Horn of Africa region, attract a lot of attention in this sense. In the first years of the UAE's establishment, its foreign policy was focused on independence and development. Since 2010, both the UAE's foreign policy and its policy towards Africa have changed according to the leaders who run the country and regional crises. UAE, It has an active presence in almost all of Africa, especially politically, economically and militarily. In this context, in this study, whether the UAE, which is considered as a rising regional power, has a policy towards the Horn of Africa region, what this policy basically aims, within the scope of this policy, how it developed relations with the states of the region and which actors it supported against Iran and Turkey in the region were analyzed. The main questions that the thesis focuses on What is the UAE's main motivation for heading to the Horn of Africa? How does it achieve these goals? What are the tools it uses to achieve these goals? The UAE has several interests in the Horn of Africa. The UAE's interests in the continent and the Horn have been influenced by a variety of factors, both in its own region and in the areas under study. These factors are mainly gathered under the theme of security, and the UAE, the Muslim Brotherhood, Iran, Türkiye, which it perceives as a threat, He turned to the Horn of Africa, which has strategic importance to solve problems such as Turkey and the food crisis. The region has been important for the UAE because it is geographically close to the UAE, rich in natural resources, and strategically on the maritime trade routes. In this context, the Emirate while trying to ensure its security by increasing its presence in the Horn of Africa, it also sought to gain economic power.
