Abstract (EN)
The peacekeeping operations carried out by the United Nations, which is called the police of the international system in the post-Cold War period, to ensure and protect international peace and security, have been transformed and expanded in scope with the revision effects of the international system. Operations carried out within the scope of mediation, which was mostly a soft diplomacy activity during and before the Cold War, started to include coercive actions when deemed necessary after this period. At the beginning of the main factors that are effective in this change and transformation are the civil wars and conflicts experienced especially in the continents that include colonial states such as Africa. Undoubtedly, the biggest impact of civil wars and conflicts is on the individual. Transnational violence, which started at the regional level, is the biggest obstacle to ensuring international peace and security. The United Nations, which has the mission of removing this obstacle, ensuring world peace and protecting human rights, takes an active role in the African region by cooperating with the African Union. The sexual violence and exploitation of women and girls in the refugee camps by peacekeepers, who are called "blue berets" within the UN-AfB cooperation, is an issue that should be seriously emphasized by the international system. There are very serious cases of sexual violence and abuse in Somalia, the Central African Republic and the Democratic Republic of Congo, where civil wars and conflicts are intense and where many human rights violations are experienced. These allegations about the United Nations, which benefit from the absence of the United Nations army and therefore the soldiers of the African Union and African Union member states, harm the UN and tarnish its image in the international system.
