Abstract (EN)
This study examines the United Nations Security Council (UNSC) reform process through the lenses of regime theory and constructivism by conducting a comparative analysis of the People's Republic of China and the Republic of Türkiye's reform related discourses. The main research question is formulated as: "How are UNSC reform demands shaped by actors' discourses within the context of the regime sustainability and change of international regimes?" A qualitative research design is adopted, and the historical discourse analysis is used. The study also addresses the historical development of the UNSC and the structural barriers to reform embedded in the UN Charter. The findings reveal that actors' reform demands are shaped not only by power balances and cost-benefit calculations but also by normative expectations and legitimacy concerns derived from their self-defined identities. Keywords: UNSC, Reform, Discourse, China, Türkiye.
