In the Turkish history of municipalities, the institutional establishment of the municipalities dates back to the Ottoman Empire Era, although there had been local government units like municipalities before the Ottoman Empire. The municipality system founded in this era has developed both de facto and de jure until today, and still continues developing. The municipalities need to expand their service areas, to maintain efficiency and productivity in their services, and also to improve their service quality so that they can get on with the said developments. Coordination centers are one of the institutions established to maintain this efficiency and productivity and to improve the service quality in the municipality services. These centers whose first steps were taken with the law no. 3030 have converted into a different structure than before with the law no. 5216. The fundamental duty of these centers which consist of Infrastructure Coordination Center (AYKOME) and Transport Coordination Center (UKOME) is to coordinate the works of the municipalities and their subsidiaries. There are also centers such as Disaster Coordination Center (AKOM), Investment Monitoring Coordination Presidencies (YİKOB) etc. in addition to these centers, which undertake to maintain this coordination work. One of the ways to enhance the productivity of the said centers is to enable them exploit the electronic environment more. There are systems which coordination centers currently exploit such as Urban Information System, Geographic Information System and Infrastructure Information System within the electronic infrastructures of local administrations. Furthermore, there are also applications such as E-Government and E-Municipality which local administrations exploit when electronically providing services.
