The dangers that occur in the environment have led individuals, states and societies to think that the environment is a value that needs to be protected, and the need to protect the environment has arisen. Advances in the fields of industry and technology have brought world societies closer together in economic, political and cultural aspects and caused interaction. Within the framework of the new world order, all countries have become dependent on each other. Such developments have brought about various environmental problems and these problems have been recognized. He has carried out various international initiatives to combat environmental problems on a global scale. The fight against environmental problems and climate change has usually been conducted through conventions and protocols. At the same time, the inadequacy and fragmentation of the contracts concluded on global climate change, as well as the lack of an authority to implement the obligations imposed by these contracts, made it necessary to approach global environmental governance. International cooperation has become mandatory in the fight against global environmental problems without borders.
