Abstract (EN)
This thesis examines the nature and various economic and political forms of a new type of interaction called inter-regionalism, exploring the historical precedents of political regions and the prevailing ideas that shape and distort them. The comparative political analysis preferred in the study is aimed at revealing the challenging roles of private enterprises and NGOs as well when they are faced with state actors who attempt regional and interregional cooperation and continue to look indecisively, and it has been carried out on the sample of Central Asia and the European Union, specifically for international environmental policy. On the basis of Central Asian studies, Asian-European relations and international political economy and environmental policy discussions, the comparison of practitioners involved in policy making in East Asia and Europe was made using the method of subnational comparative political analysis, and the model for the interaction of regional subsystems was used. It is aimed to reveal a profile regarding the current course of international regional-intermediation in environmental policies. It has also been revealed what kind of gains and lost potential exist in terms of inter-regionalism for Central Asia and the European Union. In addition to the success of the EU in putting forward an effective international regional environmental policy, its approach that wants to shape its environmental policies in its own way on another region such as Central Asia that it wants to meet on a common ground in terms of economic and energy cooperation has been evaluated in terms of the thesis of providing an echo outside the region. It has been revealed as much as possible, in reference to the power of the EU to influence third countries and regions abroad as a result of its own policy, relations and self-centered policy. UNECE and PROGREEN which are supported by EU-ASEAN relations, the other programme and bodies such as UNEP, CAS, USAID, GCA, CAEC, EEAS, WECOOP, RCEECA, World Bank and UN, as well as summit, strategy and cooperation activities and strategy agendas of organizations such as ASEM, CAREC formations in Central Asia, based on the same analysis approach, is examined in the study.
