Abstract (EN)

In the course of change process of the criminal law over the years, the importance of the victim and rights of the victim have increased. The corollary of researching of the reasons that causes offender to commit and making new regulations on competences of offender is excluding victims from criminal procedure. However, with the influence of the effort of international organizations, leaving this perspective, victims and rights of victims have been given importance and covered in the crime politics by domestic regulations over the years. New criminal institutions have been set up with the amendments made in Turkish law, concerning the victims, rights of victim and compensation of victimization. Significant improvements have been ensured by intuitions regulated by criminal codes and other related codes on satisfaction of sense of justice of victims suffering from the crime in the first place. This study will be focusing on the status of the victim, the rights held by the victim, the concept of compensation of victimization, its place in the system of sanctions and different appearances in the various codes and finally a draft law, which has not been passed yet, burdening states to compensate the damage of the victim.
