Because of the increased consumption of resources, especially the energy generated from the use of oil resources, it was necessary to find alternatives characterized by the same quality as well as being of lower cost, and the most important of these alternatives is the use of waste as an alternative fuel (Refused Derived Fuel RDF). It is the essential type of low-cost thermal energy that can be used in various industries, especially the cement industry, as it uses furnaces that require high thermal energy during production processes. Waste characterizes by the fact that it is inexhaustible because man cannot stop consuming. This research aims to achieve improvement in production efficiency (technological change) and the use of waste recycling (RDF) instead of gasoline or black oil to reduce production costs, As well as using statistical analysis to determine the extent to which improvement in production efficiency achieved. Therefore, waste in this research is one of the alternatives and economic resources. As in the use of the environmental indicator MIP ( resources input per unit, unit/service) To calculate the achievement of cleaner production and environmental improvement, The results of the research were positive and achieved less than half of the percentage of other natural resources used in the production of industrial goods. All of that led to a reduction in the total cement production costs by 8.4%, achieving an increase in production efficiency by 5.1%, so the percentage considers high. The amount of MIP is 0.167 kg per person, Which means that the quantities of natural resources consumed and extracted from nature are very few if compared with the per capita consumption of resources, which is (0.85 kg/day); the per capita consumption share in this case is less than what achieves the cleanest production and thus sustainability, meaning that RDF is an environmentally friendly material. Using waste (RDF) as alternative energy is one of the essential suggestions because it helps the company's production efficiency while reducing clean production costs and improving the environment. It also strengthens the national economy because of its high economic returns and taking advantage of landfills for agriculture or construction.
