Abstract (EN)

With the acceleration of globalization after the Cold War, a constant change and transformation is observed in technology. This change affects many areas, as well as the security field. We encounter different security problems in many areas such as economic, social, political, environmental and organized crime. As the internet becomes more widespread after technological development, the diversity in security problems has changed even more and cyberspace has begun to take its place among the areas affected by security problems. In this period when the real world is gradually moving away and cyberspace dominates, the concept of cyber security is emerging in order to ensure security against the risks and threats brought by new problems. The phenomenon of cyber security, which has a recent history, is turning into a bigger problem every day. Situations such as efforts to gain a certain power in cyberspace and keep this area under control, and the increase in cyber crimes and cyber attacks cause states, public institutions and organizations, and private sectors to determine a number of policies/strategies regarding this important issue. The purpose of this study is to examine the cyber security policies of the People's Republic of China, which is acting with the desire to be unique in gaining power, generally keeping all of its policies secret to other states, but sharing some parts of its policies with the public; furthermore, despite being introduced to the internet a little later than developed countries, which has become one of the leading names in technology today, and has contributed greatly to the development of technology. Within the scope of the study, the concept of cyber will be emphasized and information will be given about the development process of the relevant field. Subsequently, the national and international security policies implemented by the People's Republic of China will be examined and how the transition to cyber security was made and the policies followed in this process will be discussed.
