Abstract (EN)

Juvenile delinquency or delinquency is a global and national problem that has persisted for centuries. Today, the proportion of children driven into crime has increased significantly. States develop central and local policies, organize plans and programs and activities in order to eliminate the causes of juvenile delinquency. Local administrations take an active role in these activities and these administrations have important responsibilities in preventing juvenile delinquency due to close and local administration. In this study, the subject of juvenile delinquency is examined in a conceptual and theoretical framework, within the scope of legal and administrative regulations at international, national and local levels; It was aimed to reveal the role of local governments in the prevention of juvenile delinquency and to evaluate the activities of municipalities in the case of Kayseri province within this framework. A focus group meeting, which is one of the qualitative research methods, was held with the municipality officials, the data obtained were analyzed with the descriptive analysis technique and suggestions regarding the problem were developed.
