Studies on human rights, the emergence of a new perspective and all definitions and concepts related to the child have been changed. As it is understood that the sanctions imposed on children who commit a crime have not resulted in children's rehabilitation, the implementation of sanctions and measures for children who commit crimes has been brought to the agenda. Understanding the changes experienced by the concept of child and childhood in the historical process will contribute to the positive development of the perception of the child and childhood process.
