Air defense system selection with multi-criteria decision making methods

It is necessary to provide deterrence effect for element of enemies or possible enemies with an effective air defence system, when you take into consideration of possible ait strike arising from jeopolitical risks ad investments in defence industry made by Turkey in near future. When you take into consideration of air defence system and medium / long range ballistic missiles that Turkey's border neighbours passess, it is emerging that country's survivability requires using advanced technology air defence system. The porpuse of this stduy is to determine the air defence system, with multi-purpose decision making methods which Turkey will have in near future. Because the air defence system to be purchased, has a great significance both in economic and military meaning and requires strategic decision making process. In this study, the air defence systems which are being used by many border neighbours at present and interest in by Turkey in near past, are discussed. Options are that S-400, Patriot, ASTER, MEADS ve HQ-9 air defence system. Selection criteria is that cost, range, altitude, maximum speed, misilse weight and radar range. Afterwards, by effective desicions criterias of these air defense systems are determined, the comparison with method of Analytic Hierarchy Process, TOPSIS, Analytic Network Process, Simple Additive Weighting mehtod, Weighted Product and ELECTRE method have been made. In all methods, it is concluded that the systems to be selected among the alternatives under the determined criteria is S-400 air defence system.
