Abstract (EN)
The concept of disadvantage can be defined as having fewer opportunities to access social and economic tools necessary for not needing anybody. The concept of multiple disadvantageousness states the coincidence of different disadvantages and there may exist a relation of causality between them. The two-disadvantageous situation, having a causality relationship with each other is disability and poverty which exist in every society from the past to present, and which affect the lives of a tremendous number of people. In this context, in this study it is claimed that the disability may cause poverty and poverty may cause disability, and various factors that cause these two-disadvantageous to be triggered each other are examined. As a result of examination, although these factors trigger each other, it has been detected that these factors show differences according to disabled individuals, their social environment and conditions, so that it had been also detected that none of them can take the place of others and the necessity of active fighting policies had been revealed. As fighting methods against disabled poverty in Turkey, disabled employment, social aids and discounts have been evaluated whether fighting methods are effective in terms of mentality, regulations, institutions, and implementations. Eventually employment implementations intended to provide equality, however it has consequences which empower inequality and social aid implementations are not quite in a fair frame has been detected. In addition to what, when implementations evaluated in the historical process, it has been seen that these implementations transform, and the continuation of this transformation is expecting.
