Comparative analysis of local government structures in Kenya and Türkiye in the context of governance

Özet (EN)

Although there is a wealth of research on the local administration systems of Kenya and Turkey separately, there remains a significant lack of comparative studies that analyze their governance frameworks, legal structures, and administrative processes. This study aims to fill the said gap by offering a thorough comparison of the local governance models in both countries. The analysis focuses on three primary aspects: organizational structures, legal frameworks, and governance mechanisms. In terms of organizational structures, the research investigates the allocation of administrative authority, the coordination between local and national governments, and the effectiveness of service delivery. The examination of legal frameworks centers on the constitutional and legislative provisions that regulate local administration, fiscal decentralization, and the independence of local governments. Governance mechanisms are evaluated regarding citizen engagement, accountability frameworks, and oversight processes that promote transparency and effective governance. Local governments remain the most accessible government levels for many citizens in the world. It offers a platform for people to participate in democratic process, access basic services and exercise their right to help in formulating public policies. Effective local governance is also key to economic development. Local governments have a critical role in improving the quality of citizens in rural and urban environments by reducing the inequalities that exist in society, enhancing the relationship between the public institutions and the people by offering a platform where minorities can voice their opinions. Therefore, comparing the strengths and inefficiencies of different governments is key helping policymakers optimize these administrative structures. The study identifies effective practices and challenges within both systems, offering policy recommendations designed to enhance governance efficiency, promote local autonomy, and reinforce accountability frameworks. The findings are reached through rigorous review of documents and expert interviews among local government officials in Nairobi County Kenya and Istanbul municipality in Turkey.
