Evaluation of The Çukurova Development Agency within the context of the duties assigned to development agencies under The Presidential Government System

Development agencies constitute one of the key public policy instruments in Türkiye in terms of reducing regional disparities, mobilizing local potential, and institutionalizing a multi-actor development approach. This study aims to evaluate the role of development agencies in regional development in Türkiye, particularly within the framework of the duties assigned to them and the institutional restructuring that followed the Presidential Government System. The main problem of the study concerns the extent to which a coherence exists between the founding objectives of development agencies and their functions in practice, and how their position within policy processes has evolved under the new governmental system. In this context, the study examines how changes in the task definitions of development agencies are reflected in practice through the case of the Çukurova Development Agency and analyses their impact on the implementation of regional development policies. The study adopts a qualitative research approach and employs document analysis to examine presidential decrees, relevant legislation, policy documents, as well as the agency's activity reports and regional plans. The findings are analyzed through descriptive analysis and classified thematically, and the periods before and after the Presidential Government System are evaluated from a comparative perspective. The study seeks to provide an analytical contribution to the literature by revealing the institutional role of development agencies within the new governance model and their contribution to regional governance mechanisms.
