The effects of the Presidential government system on the administrative organization

There have been many government systems in the historical process that has developed in Turkey, like in other state administrations in the world. These government systems were administered with an order in which monarchy, constitutional monarchy, parliamentary system and presidential systems were implemented in the time period until the Republic history. The parliamentary government system, which has been implemented for a long time in our country, has been subjected to serious criticism due to many reasons such as the failure of the governments to receive a vote of confidence in addition to the coalition periods that led to political crises. The Presidency Government System was frequently asserted as a solution to these criticisms in the political agenda. As a result of the 2017 Constitutional amendment, the Parliamentary Government System was abandoned, and the Presidential Government System was adopted. With the Presidential Government System, radical changes were made in the legislative, executive, and judicial fields, and it was aimed to increase the stability and efficiency in the administration with the new regulations made through the Presidential decrees. The main purpose of this study, which is based on the literature review method, is to examine the effects of the changes made because of the government system change on the administrative organization and to evaluate them in the context of the principle of separation of powers. In this context, the main finding obtained in the study is that since the Presidential Government System is not a system that emerged after a sufficiently long planning, the new constitutions created are contrary to the separation of powers in some respects, and although the Presidential decrees are a fundamental regulatory process, their borders are clearly defined is not determined. It is necessary to eliminate the problems that cause disruption in the structure and functioning of the legislative, executive, and judicial organs, which were reorganized as a result of the constitutional amendment. Evaluating and implementing the regulations made through the presidential decree in the context of the principle of legal administration is of great importance in terms of the functioning and effectiveness of the government system in question.
