Abstract (EN)
TThe Constitutional Amendment Law No. 6771, which was approved by the referendum held on April 16, 2017, and entered into force on July 9, 2018, introduced the Presidential Government System in Turkey. This constitutional amendment, which changed 18 articles of the Constitution, led to a significant change in Turkey's public administration and a transition from a parliamentary system to a presidential-like system. This research examines the change and transformation in the institutional structure, functioning, and organizational structures of the ministries with the Presidential Government System and their differences with the parliamentary system in the Ministry of Youth and Sports case. For this purpose, a qualitative research method was used in the study. Utilizing the comparative qualitative analysis method, the data were collected and analyzed through document analysis. At the same time, field research was conducted using a phenomenology design. In the study, using a semi-structured interview form, the data obtained from face-to-face interviews with 20 white-collar personnel in various positions in the Ministry of Youth and Sports were subjected to thematic analysis. The findings were analyzed under nine themes: organizational structure of the Ministry; decision-making process; service delivery capacity and efficiency; policy development and implementation process; budget and financial affairs; relations with the Parliament; relations with other ministries and public institutions; duties and responsibilities of personnel; and changes in the impact on higher education. According to the findings, the organizational structure was centralized with the abolition of the Undersecretaries and the appointment of deputy ministers. Decision-making processes have accelerated under the direct influence of the President, and management efficiency has increased with digitalization. The new system accelerated decision-making processes and reduced bureaucratic obstacles. The appointment of ministers from outside parliament has made the executive independent from the legislature and narrowed parliament's oversight powers. The Presidency has prepared the budget proposal through centralized financial management. Digital tools have facilitated service delivery, increasing satisfaction and transparency. The system has improved youth access to public services and strengthened university cooperation. It also clarified employee job descriptions, but was criticized for increasing workload and uncertainties. Inclusiveness for disadvantaged groups was increased, and programs tailored to local needs were developed.
