Abstract (EN)

The study titled "The Planning Tradition During the Republican Governments and the State Planning Organization" focuses on evaluating the historical process of the economic planning and understanding shaped by the economic legacy inherited from the Ottoman Empire and the economic structure and mentality established during the formation of the new state. One of the central components of the study is the State Planning Organization (SPO), founded on 30 September 1960. The research examines not only the establishment of the SPO but also the identity it acquired within this process. With the proclamation of the Republic, a new state order was established, and the historical development of planning practices shaped by this new order is analyzed from that point onward. The study addresses the influence of the planning tradition that emerged during the Republican era on Turkish economic life and bureaucratic structures, as well as the extent to which Republican governments prioritized planning and contributed to its development. The analysis follows a chronological structure, examining events and phenomena alongside their domestic and international political effects, reactions, and transformations. While the study outlines the general characteristics of development plans, it also evaluates the political and economic developments experienced during the preparation of these plans. Furthermore, the attitudes of governments toward the plans prepared or being prepared have been examined within the political context of the period.
