Abstract (EN)

The parliament, the first parliament in Turkish political history, was the first example of a bicameral system in Turkish political life, based on the Law of 23 December 1876. This bicameral assembly consisted of two separate wings, the Majlis-i Mebusan and the Majlis-i Ayan. After the proclamation of the Republic, the bicameral system could not find a place in the 1924 Constitution and the unicameral system was returned. Although there have been opinions about a return to the bicameral structure from time to time in the History of the Republic, the unicameral system continued until the military intervention of 27 May 1960. Turkey was ruled by a one-party government until 1945. In the 1946 elections, a multi-party election was held for the first time and when the Democratic Party (DP) came to power in 1950, the Republican People's Party (CHP) came to an end. The wrong policies implemented by the Democratic Party in domestic and foreign politics between 1950-1960 caused the end of the DP power and caused the idea of a second parliament to be reborn. The collapsing policies of the Democratic Party between 1950 and 1950 led to the end of the DP rule. After the May 27, 1960 Military Intervention, the bicameral system was re-entered into Turkish political life with the 1961 Constitution. According to the 1961 Constitution, the Turkish Grand National Assembly was established with two different assemblies consisting of the National Assembly and the Senate of the Republic. The Senate of the Republic, which entered Turkish political life with the 1961 Constitution, served as the second chamber of the Turkish Grand National Assembly for 19 years. It has been one of the aims of the Senate of the Republic to be a control mechanism for the decisions taken by sharing the legislative task with the National Assembly, to ensure the effectiveness of the legislative processes, not to oppress the majority to the minority, to be a brake mechanism and a balancing factor in the legislative and executive organs. executive jobs. The Senate of the Republic was established with 150 members according to the 1961 Constitution. Ordu province was represented by eight senators elected to the Senate of the Republic in 19 years in general elections. These are Eşref Ayhan, Şevket Köksal, Zeki Kumrulu, Bekir Sıtkı Baykal, Ata Bodur, Selahattin Acar, İdris Gürsoy and Orhan Vural. The senators of Ordu Province shared their solutions and opinions about the general situation of the country and the problems of Ordu province during their term in the Senate. Members of the Senate representing the Ordu Province tried to be effective in legislative activities by making recommendations on the draft laws prepared for the country. This study, which was prepared as a Master's Thesis, was also scanned in terms of sources, and for the personal information of Ordu Provincial Senators, state translations and mandates were obtained from the Parliamentary Archive. Books and articles on the History of the Parliament were used. Local newspapers of Ordu province, especially the Journal of the Senate of the Republic, were scanned for the senate activities of the senators.
