Abstract (EN)
Forest roads which provide the realization of forestry applications are expensive infrastructure facilities. The planning of forest roads as a rational has a great importance for modern forest management in Turkey which the majority of its forests in mountainous areas. The stage having the most important affect on the cost of forest road construction is excavation activities. The excavation costs of forest road change as the amount of excavated soil and determination of land categories. Determination of the amount of excavation correctly before the construction of forest roads is vital in terms of cost calculations correctly. Land classes in forestry practices in our country have determined with personal experience. The tender bid of forest roads is perfomed with the unit price procedure determined by the Public Procurement Act (PPA). This condition causes big differences between the estimated cost before tender and payment progress. In this study, 70 forest roads as the research areas were chosen which were built in the 2003-2009 in Artvin (36), Trabzon (23) and Giresun (11) Forest District Office in the Eastern Black Sea Region. Approximate cost and progress of forest roads were compared with examining documents before and after the tender. Excel and SPSS programs were used in the evaluation of the obtained data. In conclusion the differences have been identified between the estimated cost of the roads and the values of progress especially in the more sloping areas. For this reason, geophysical methods can be benefited from. In order to conduct effectively biddings for forest road construction, amount of excavation and its distribution to land classifications shall be most appropriately determined.
