Health policies in the Democrat Party Period

As witnessing the acceptance and development of XX. Century Modern State understanding, while Turkey chasing this period, had a limited time interval. As Turkish Republic has just reached a social state in the beginning of the century, modern states of the World was determining the route of social policies. There is no doubt that the most important parameter of being a welfare state is health. Health has its place in bill of rights as a fundamental right which people should access easily. To provide health services to all of its citizens equally has the most important place in State's duties. In this context, health should be sustained as a State policy even if the instrumentalists of State change. Turkey has persistence in its pursued policies on this subject from the day the State has found. The health organizations have founded in the extraordinary conditions parliament which hasn't had a regime yet. Turkey, which has adopted Republic regime as a result of political revolution has sustained its health policies with a reinforcing approach of social state. In Turkey, which has founded as a Democratic Republic, despite the time of maturation of the democracy, with the multi-party parliament, which has started with Democratic Party, democracy has settled formally and the instruments of State had started to sound from a new hand. The process which has started with the Democrat's mission of forming a government in the parliament has been conducted in scope of the founding philosophy, "social state". "The National Health Plan" which has prepared by Behçet Uz -the Minister of Health of the one party government- hasn't been able to get the chance of execution due to several reasons. But in Democrat's government, the plan has executed, health policies had been conducted as a above parties understanding. Democratic Party governments have came on the period of World, which the health policies were gaining acceleration in the understanding of "Welfare Society". The necessity of integrating with Western World had occurred due to the foreign policies formed by The Cold War. Turkey has followed the policies of the idea of "Welfare Society" with the help of its international partners. During the ten uninterrupted government of Democrats, the health policies had been seen as a State policy. Despite the economic difficulties of and political hard conditions, health policies had been conducted without having any restrictions or any step backs.
