Abstract (EN)

Mahmut Goloğlu (1915-1982), a notable figure in Trabzon, was noted for his interests in history, literature, and research, as well as his legal career. Goloğlu, a highly influential figure in Türkiye's political history, was elected as a Trabzon representative from the DP during the transition to a multi-party system and served three terms.This thesis investigates Goloğlu's political life and parliamentary activity, focusing on his approach to regional development and social issues during the DP administration (1950-1960). The study assesses Goloğlu's political life in connection to the political events of the period. His acts are investigated in their historical context, demonstrating the impact on both local and national politics.This work clarifies his role as a politician in Turkish politics.The research utilised various sources, including the Turkish Grand National Assembly Minutes, records from the Republic Archives of the Presidency of the Republic of Türkiye, the Democratic Party Parliamentary Group Negotiation Minutes, press outlets from the time, Goloğlu's personal writings, information gathered from family members, and secondary sources. It was possible to gauge his standing in relation to the political atmosphere of the time by looking at his written enquiries, proposed legislation, political stance, and Assembly speeches. The study consists of an introduction and three main sections. The introduction covers the development of political parties from the Ottoman Empire to the Republic, the single-party era, the changing conditions after World War II, the founding of the DP, and the institutionalization of the multi-party system with the 1950 elections, as well as a literature review. The first section examines Goloğlu's family, childhood and youth, education and professional life, his tenure as a member of parliament, his arrest after May 27, 1960, the Yassıada trials, his life after release, his mindset, and his works. The second chapter provides a detailed analysis of his activities in the Grand National Assembly of Türkiye, including his speeches, legislative proposals, written questions, interventions on local and national issues, and his stance. The third chapter examines his activities in DP group negotiations, including his stance in internal group discussions, his contributions to party policies, the interpellations he submitted, his approach to relations with the opposition and the ruling party, and his influence on group decisions.
