Abstract (EN)

03. Summary. In many countries, the discrepency between the roles taken on by goverments and the resources that they were able to mobilize surfaced itself as great budget deficits and national depts at the end of 1970s. This crisis caused a new reform vave based on the model of minimalist govertment. But this new minimal role of the government in public life has resulted in the beginning of a new crisis especially in developing countries. All of these have shown that for solution is to make the government an effective entity is a necessary. In trying to make the goverment an effective entity, successful public management reforms have been put into practice in by industrialized. These successes have affected the attidues of developing countries in this respect. With the application of such public reforms, the goverments have been made more effective. This process has affected in Turkey as well. Puplic management reform devoted to restructure the puplic sector have taken place in development plan and government program especially, but the results of the puplic reform's implementation have not been responded to the expectations. Furthermore, one of the reasons of the financial crisis, experienced in East Asia in 1 997, have been emphazised through not having clearness and transperancy in the markets. Hence, it is important in this context that the government budget included the allowences in puplic resources, and the other fiscal legislation are needed to be made more transparent for stabilization and the government's efficiency. Turkey has to reach the standarts which IMF determined. This study aims to evaluate government's efficiency which emerged as a result of changing state's concept, puplic administration reform intented the managment efficiency, the effectiveness and importance of the regulations and role of the competetion policy, and the effectiveness of government in Turkey after 1980.
