Universities are public institutions established by law, consisting of different units, which provide education, training, scientific research and publication, provide public services, serve the development of the country, have social and cultural aspects, have public legal personality and scientific autonomy. Universities must be autonomous in order to carry out their duties effectively and to establish academic freedom. As a matter of fact, university autonomy is an issue that has been voiced in every age and in every country. While university autonomy is a whole, it includes administrative autonomy, financial autonomy and scientific autonomy. In this study, the administrative autonomy of universities was examined. Administrative autonomy was evaluated primarily in terms of the formation and organization of bodies. In this context, especially the method of determining the rectors and whether the universities have the authority to establish a new unit have been emphasized. The other element of administrative autonomy is executive decision-making and enforcement authority. In addition, the personnel regime of universities was evaluated within the framework of administrative autonomy. In this context, the legal status of academic staff has been revealed first. Then, the decision-making authority of the university was evaluated in terms of issues such as their recruitment, determination of their salaries and termination of their duties. In the last section, the administrative inspection of universities is examined.
