Abstract (EN)

With the rapid development of digital technologies, digital transformation reshapes the functioning of governments. Digital Government (DG) aims to leverage technology to enhance the delivery of public services, improve efficiency, and foster transparency. Embracing DG is a strategic imperative for governments looking to provide practical, transparent, and citizen-centric services in the 21st century. Therefore, many government organizations intensified their DG efforts in response to its necessity. This thesis aims modelling and analysing DG framework to obtain an accessible, effective, and accountable DG. Therefore, the main stages of the thesis are: Modelling and analysis of the DG framework for a better understanding of the success and risk factors of the DG transformation by using the Cognitive Map approach; proposing a Cybersecurity Maturity Model and analysing maturity levels of public institutions using Multi-Criteria Decision-Making methods; proposing a cybersecurity roadmap for providing secure DG transformation. Hesitant Fuzzy Linguistic Term Set technique is integrated with the Cognitive Map approach, and the incomplete Hesitant Fuzzy Preference Relations technique is integrated with Multi-Criteria Decision- Making methods. In the first stage, the Digital Government Transformation (DGT) is investigated into how governments shall transform themselves to take advantage of the potential of emerging and future digital technologies. The modelling and analysis of success and risk factors of DGT provides a holistic framework and provides valuable insights for public institutions. Focusing on cybersecurity for secure DGT helps public institutions assess cybersecurity maturity levels. Finally, cybersecurity action plans and roadmap can be used as a guide for providing secure DGT.
