This research explores the persistent shelter crisis experienced by internally displaced persons (IDPs) in northwest Syria, in the wake of a fragile post-conflict transition. While the intensity of conflict has decreased following recent political changes, the scale of destruction to homes and public infrastructure continues to obstruct the safe return of millions of displaced individuals. The study seeks to understand the current conditions of temporary shelters, the key barriers preventing reconstruction and return, and the effectiveness of humanitarian efforts in delivering both emergency and long-term housing solutions. Adopting a qualitative methodology, the research draws on data collected through field surveys, interviews with displaced individuals, humanitarian actors, and local authorities, as well as on-site observations. The focus is placed on the lived experiences of displaced families and their perceptions of shelter adequacy, safety, and sustainability. Special attention is given to governance challenges, coordination gaps, and resource limitations faced by humanitarian agencies operating in this complex context. This study contributes to a broader understanding of shelter governance in protracted displacement scenarios and aims to inform more responsive humanitarian programming. By identifying critical gaps in shelter assistance and the social and political factors that hinder recovery, the findings will support evidence-based recommendations to enhance dignified and durable housing solutions. Ultimately, this research aspires to bridge academic inquiry with policy and operational strategies, advancing post-conflict recovery efforts in northwest Syria.
