Özet (EN)

In the face of increasing disaster risks, the assessment of urban resilience has become a fundamental component of sustainable urban planning. However, these assessment processes are notable for their complex nature, requiring the analysis of numerous criteria. This thesis aims to develop a web-based Geospatial Information System (GIS) to make these complex analyses more accessible and manageable. Within this scope, a calculation engine based on the Modified Analytical Hierarchy Process (M-AHP) methodology has been developed and integrated into a web interface that allows users to interact with geospatial data. The designed system features functionalities such as project management, data import/export in various formats, and the creation and editing of spatial objects on a map. Through the system, users can perform detailed resilience analyses for individual buildings or conduct joint resilience assessments by defining regions of interest (ROI) that include multiple buildings. The functionality of the developed system has been demonstrated through a sample scenario designed on the Eskişehir Technical University campus. This application has shown that the system can successfully manage the entire workflow, from data entry to the generation of analysis results and their visualization on a thematic map. In conclusion, this study presents an interactive and flexible analysis tool for decision-makers for the assessment of disaster resilience.
