Abstract (EN)
After Istanbul became the capital of the Ottoman Empire, important administrative and military institutions of the state were established here. These institutions which have various fields of activity, needed many materials in order to continue their activities and productions. The supply of these materials from the production sites and their transportation to İstanbul has always been one of the essantial issues. Mainly sea route used for the transportation of the materials, due to the some advantages such as being fast and cheap. The Ottoman Empire used civil ships with naval ships in transportation. It paid a freight payment which is called as navlun to the owner of the civil ships for the services. The transportation process has various stages like supplying the needed materials from the production sites, charter the ship for transporting the material to İstanbul and transferring it to the releated institutions. Many people have been assigned to this kind of transportation affiliated with an exhaustive organization and attentively make the transportatiton preparedly. Using of civil ships in transportation provided state services also contributed to the development of maritime in the country.
