Optimization of decision and implementation processes of economic management: Paradigm shift in economic policy of efficiency, productivity and alternative costs

Today, as a result of globalization and integration, an understanding of economic management based on coordination between institutions and policies has been developed which monitors and evaluates developments both within the country and international, and creates policies by taking measures according to these developments. The purpose of thesis is to demonstrate the effort and need Turkey's economy management concept and present a model for this effort. In this respect, Turkey was compared developed and developing countries in terms of basic macroeconomic data and corporate infrastructure. In the country, since the 1980s on coordination in economic management, various arrangements have been made to establish institutions and these initiatives have continued in the 2000s. In 1980's years; While the Economic, Social and Cultural Affairs Department and the Money-Credit and Coordination Board were established, In 2000, the Economic and Social Council, Economic Coordination Board and Financial Stability Committee were established for this purpose. However, from 2007 onwards, the Vice Prime Minister until 2016, and from 2016 onwards, the Prime Minister was given the task of "general co-ordination in economic matters". In the thesis, it has been revealed that by econometric analysis this understanding should be maintained and developed in the new structure of the Presidential Government System.
