Abstract (EN)
This study examines the privatization process of Turkey’s electricity distribution sector and evaluates its impact on efficiency, service quality, and economic sustainability. Focusing specifically on Dicle Electricity Distribution Inc. and the province of Batman, this research analyzes key indicators such as electricity consumption, loss-theft rates, and collection performance before and after privatization. The study also investigates the role of sectoral reforms in infrastructure investments and discusses how privatization has evolved within the context of regional disparities. The research assesses both the positive and negative aspects of privatization in the energy sector, supported by quantitative and qualitative data. However, it is observed that the objectives of privatization are largely shaped by economic and political factors, making them inherently subjective. This subjectivity imposes certain limitations on the evaluation process, making it difficult to measure the success of privatization through purely objective criteria. The findings indicate that while privatization has improved service quality and collection rates, challenges in process management have hindered sustainable development in certain regions. This study provides recommendations for developing a more effective privatization model in the electricity distribution sector and serves as a valuable reference for energy policies and public-private sector collaborations.
