A field study to determine the efficiency of the reduced test import inspection model in import product safety and inspection in the electrotechnical sector

Abstract (EN)

In our country, import inspections are carried out within the scope of product safety and inspection activities, as in other countries. The purpose of these inspections is to ensure that the consumer and the safe product meet. In import inspections and other inspections, inspections are carried out on related products and product groups according to the document review-based inspection and test-based inspection approaches in general by the authorized institutions. Turkish Standards Institution (TSE) performs the inspection activities according to all these approaches, in the areas It's authorized. Based on the justifications communicated by the Ministry of Trade in line with the current conditions as of 2017; a new import control model has started to be implemented by the TSE in 68 products and product groups within the scope of 170 Customs Tariff Position (GTİP) Number. A model called the "reduced-test import control model" has been introduced, being based on the principle of performing laboratory tests in multiple locations, fast, low-cost equipment and personnel infrastructure that is reduced in number by ensuring the minimum safety conditions. The study has three main objectives within the scope of examining the reduced-test import control model. These include (1) Determining the level of success of the model in detecting unsafe products prior to release; (2) Evaluation of the model by the import technical staff at TSE; (3) Determining the preferability of the model within the scope of TSE and product safety & inspection in Turkey. Within the scope of this purpose; regression analyzes were carried out on the import inspection result reports of the new import model, which has begun to be applied in the electronics industry. A questionnaire study has been conducted with TSE import technical experts and evaluated by pareto analysis. With the analytical hierarchy process, the model was analyzed by evaluating the preferability of it in the future and in other products. The aim of the study is to show that the reduced-test import control model is successful in detecting unsafe products for 68 product and product groups, that it is a model which is generally accepted in other product and product groups, and can be preferred in different sectors. For this purpose, the unsafe product detection results of the new inspection model are examined. The new inspection model, the full-test and document review-based import inspection models are evaluated and the preferability of them is presented to the choice of the experts. As a result, it is expected to demonstrate the success of the reduced-test import model, to be developed by TSE and other organizations, and to contribute to the expansion of its use in other products.
