Understanding international politics through "Millet-system" concept within the content of the critical theory

Abstract (EN)

The "Millet-System" is an important concept to figure out the international system. It is especially necessary to understand this concept that has been effective since the beginning of 2000s in the foreign politics of Turkey. In order to read and understand the international politics of the nations, the "Millet-System" concept was taken into consideration within the content of the "Critical Theory". The "Millet System" concept of the Ottoman State became dysfunctional as the nationalism wave emerged in Western Europe and then the integration programs such as Ottomanism, Turkism and Islamism emerged to keep the state united. Even these searches for an identity varied according to the instant interests of the international politics, it could not prevented Turkish national identity from being unifying element with the proclamation of the Republic. One of the names having an effect on international politics since 2000s is Ahmet Davutoğlu. He suggested that Turkey has to configure its international politics on the concept of millet understanding in the era of the Ottoman State. However, this process of configuration resulted with differentiations not only at the level of international politics but also at the identity definition. In this study having the title of "Understanding International Politics through 'Millet-System' Concept within the Content of the Critical Theory", the "Millet-System" was considered within the content of the "Critical Theory" in order the international politics to understand and read correctly, and the study was concluded with the comparison of the "Westphalia-System" and "Millet–System" together with a general assessment.
