Abstract (EN)
Conservation planning has a great importance for historical city centers. Ulus historical city center has a very special place among historical city centers with both its historical and planning background. The conservation-rehabilitation plan for the historical city center of Ulus was made in 1990 with an understanding of the needs of the region. However, this first conservation plan was partially implemented and was canceled in 2005. For Ulus, which a new conservation plan was made after the canceled plan, it is seen that the concept of renewal is dominant rather than protection after this period. The second protection plan was canceled in 2007 as a result of the objections of various institutions. After the canceled second plan, in 2013, Ankara Metropolitan Municipality had a new plan made with the partnership of UTTA & İlçan. However, this plan was canceled as a result of lawsuits filed in the following period. After the evaluation of these conservation plans according to the principles of international protection, their consistency, the protection proposals they contain and the protection laws in Turkey, it has been revealed as a result of the study that there is a need for UTKM to make a plan that includes the understanding of protection-rehabilitation and international protection principles as soon as possible.
