Relationship between ethical leadership and ethical climate:An application on public employees

Abstract (EN)

The aim of the research is to determine the opinions of employees working at different levels and units of various public institutions about ethical leadership and ethical organizational climate and whether these opinions differ significantly according to various demographic variables (gender, age, educational status, working time in the public sector and working time in the institution). It was also aimed to determine the opinions of employees in various public institutions regarding the relationship between ethical leadership and ethical organizational climate. In addition, the research also aimed to determine the ethical leadership behaviors of employees in various public institutions and their impact on the ethical organizational climate. In order to achieve the stated aims, the relational screening model, one of the quantitative research methods, was used as a method in the research. The population of the research consists of employees working at different levels and units in various public institutions in Turhal District of Tokat Province. The sample of the research consists of 425 employees selected from the population using the Simple Random Sampling Method. Three data collection tools were used to collect data in the study. The first is the Demographic Information Form to learn the demographic information of public employees, the second is the Ethical Leadership Scale, and the third is the Ethical Climate Scale. Descriptive and inferential statistical methods were used in the research analysis process. Since it was determined from inferential statistical methods that the data showed a normal distribution, independent samples t-test, one-way variance, Pearson correlation and simple linear regression analyzes were used. As a result of the research, it was determined that there was a moderately positive, statistically significant relationship between ethical leadership behaviors and ethical climate level. In addition, the research determined that the views of employees working in various public institutions regarding ethical leadership have a significant impact on their ethical climate views.
