Abstract (EN)

States could intervene regional economies in orderto accelerate economic and social development. In this context, supports provided to SMEs having an important role in development, take an important place. SMEs are being supported withe a variety by many institutions and organizations in Turkey. However, mostly due to the lack of an effective evaluation mechanism, the degree of creation of the intended changes of supports that are provided by use of public funds is unknown. Therefore, evaluating before and after applications of public intervention and developing the methods and mechanisms are important in this regard. In this study, the additionality assesment which investigates the creating degree of the intended changes owing to public interventions and absorbs the impact analysis that is a output material, is discussed. Firstly conceptual framework of additionality is being introduced, then the methods and tools used in the assessment of additionality and international and national practices in this area were examined. With the feedback of these investigations, as the other agencies which have began to offer supports to SMEs, Firat Development Agency's Economical Development Financial Support Programme's additionality is evaluated. Within the scope of the evaluation, the project-based approach is preferred and questionnaire was administered to supported SMEs. With the analyse of the survey results, the additionality of the programmes are evaluated and the factors that may affect additionality are determined. In the lıne of the gotton results, suggestions to support implementation of development agencies, have been made.
