ABSTRACT Evaluation of a Home Visitation Program from the Practitioners' Perspectives: A Case Study Of Izmir95 The Izmir95 Early Childhood Program is a home visitation-based intervention aimed at supporting socio-economically disadvantaged families with children aged 0-3 in Turkey. This study explores experiences of home visitors (HVs) and supervisors (SPVs) involved in the program, focusing on its perceived effectiveness, implementation challenges, and program's impact. The study adopted a qualitative case study design and through semi-structured interviews with HVs and SPVs, insights were gathered about the real-world application of the program. The data obtained from the interviews were analyzed using thematic analysis through the Maxqda software, and themes reflecting the opinions of HVs and SPVs regarding the content and implementation of the program were identified. The findings highlight the dual role of HVs and SPVs as providers of family support and facilitators of child development. Participants identified significant benefits, such as enhanced parental engagement, improved child development outcomes, and the professional growth of practitioners. However, challenges such as resource limitations, workload intensity, and the complexity of tailoring interventions to diverse family needs were also noted. The study underscores the importance of aligning program implementation with its theoretical framework while addressing systemic and contextual barriers. By analyzing the Izmir95 program, this study highlights its contributions to early childhood development while identifying challenges in implementation. The findings provide actionable recommendations for optimizing home visitation models, offering valuable insights for policymakers and practitioners aiming to support vulnerable families effectively.
