Abstract (EN)
Starting from the foundation phase, the Ottoman Empire gave importance to laying the solid foundations of all its institutions and ensuring that the administrators were fair, knowledgeable and educated in every aspect, in order to ensure that its people lived in prosperity and to have a just administration. The formation of institutions involved in the functioning of the state was inspired by the management approach and institutions of various civilizations and states before it. While some of these institutions were incorporated into the Ottoman state organization, some were modified and adapted. The purpose of this study is to introduce the officials who served in the Fatwahâne, which meets the need for fatwas in terms of applying the rules of religion, which are a part of the daily life of the ruling classes and people who enter the social and state life, to daily life. The thesis consists of three parts. In the firstchapter, the ruling classes in the Ottoman Empire (seyfiye, penciliye and ilmiye) were mentioned in general terms and an attempt was made to giveinformation about the officials in the highest positions in these classes. In the second chapter, the concept of fatwa, the fatwa office and the duties of the officials working there are explained. In the third section, the biographies of the fatwahā officials in the Ulema Files Database of the Turkish Religious Foundation Islamic Research Center (ISAM) are listed by meticulously reading the files.
