Abstract (EN)

Nothing can remain fixed and static in a world where everything is in constant motion and transformation. The emergence of technological developments, particularly the internet and its ongoing evolution, has given rise to an intricate network structure that encompasses all of humanity and its systems. These advancements in internet technologies have not only facilitated the development and diversification of mass communication tools but have also necessitated the integration of individuals and, consequently, states into these digital environments. This study explores the digitalization of the state, a transformation compelled by the necessity above. It aims to elucidate how this digitalization process unfolds within the context of Turkey. The investigation delves into the practices of the Digital Transformation Office concerning digital transformation, examines how the digitalization of the state impacts the governor-governed relationship, identifies the challenges encountered, and analyzes the dimension that the state's quality assumes during such a transformative process. In addressing these inquiries, a descriptive evaluation was conducted using themes derived from Digital Transformation Office projects through a qualitative methodology. The study's findings highlight that centralized power plays a pivotal role in leveraging the state apparatus during the transition from a traditional state to a digital state. Furthermore, it is noted that issues persisting in the traditional state structure continue to manifest in different dimensions throughout the digital state process. Key Words: State, Authority, Digitalization, Digital Authority, E-State.
