Abstract (EN)

This thesis examines the structural problems that hinder development in developing countries and the structural reforms that are the solutions to these problems. First, the concepts of economic development, growth and structural change are explained and examined. Thenhis thesis examines the structural problems that hinder development in developing countries and the structural reforms that are the solutions to these problems. First, the concepts of economic development, growth and structural change are explained and examined. Then, structural problems and the concept of structural reform are explained. The focus of the study is on the similarity and Deciency of structural problems between Turkey and BRICS countries. In this context, the main structural problems such as low value-added production, unfairness in income distribution, institutional weaknesses, external dependence and inefficiencies in the labor market were evaluated within the framework of a comparative analysis. Descriptive comparison method was used in the research. In the light of qualitative data, Turkey's structural problems were compared with BRICS countriesescriptive comparison method was used in the research. The findings of the thesis have revealed that Turkey faces similar structural problems with some BRICS countries, but differs in terms of institutional capacity, rule of law and diversity of production structure. The study concluded that structural reforms should be considered not only in economic terms but also in political and social terms. Solutions to structural problems are included for both BRICS countries and Turkey. Finally, the possible consequences of the structural reforms implemented are mentioned
